Building a resilient, future-ready IT and security infrastructure for Den Helder Municipality
The Client
Den Helder Municipality is a local government organisation in the Netherlands serving approximately 56,000 residents. As a strategically important coastal city and home to critical national infrastructure, Den Helder is responsible for delivering a wide range of essential public services while operating under increasing regulatory, security, and resilience requirements. The municipality relies heavily on secure and reliable digital systems to support citizen services, internal operations, and collaboration across departments, making cyber resilience a core priority.
The Challenge
As Den Helder’s reliance on digital services increased, so too did the complexity of its IT environment and exposure to cyber risk. The municipality needed to modernise its infrastructure and endpoint security while ensuring continuity of public services and maintaining user confidence.
In parallel, evolving regulatory requirements — including the NIS2 Directive — placed additional pressure on the organisation to demonstrate stronger cyber resilience, improved visibility, and a more proactive approach to threat protection. Legacy tooling and fragmented management limited Den Helder’s ability to respond effectively to emerging threats and future demands.
Key Challenges
- Cyber resilience: Strengthening protection across endpoints and infrastructure
- Regulatory compliance: Aligning with NIS2 and public sector security standards
- Legacy tooling: Transitioning from existing UEM platforms without disruption
- Visibility & control: Gaining clearer insight into device health, risk, and threats
- Service continuity: Modernising IT while maintaining uninterrupted public services
The Solution
CWSI worked closely with Den Helder to design and deliver a resilient, Microsoft-based IT and security framework aligned to both current needs and future requirements. The engagement built on a long-standing partnership, allowing improvements to be delivered in a structured, low-risk manner.
Through the Microsoft Cyber Security Investment (CSI) programme, CWSI delivered a Threat Protection engagement that demonstrated the value of consolidating endpoint management, identity, and security controls into a single, integrated Microsoft platform. A phased migration approach ensured confidence among users while laying the foundations for broader infrastructure resilience.
Solution Components
- Migration of 600 users from Ivanti UEM to Microsoft Intune
- Deployment of Microsoft Defender for Endpoint for advanced threat protection
- Centralised endpoint management and security through a single cloud portal
- Structured, step-by-step migration to minimise risk and disruption
- Development of a long-term security and infrastructure roadmap
- Planning for future adoption of server and cloud app protection
The Result
Den Helder Municipality now operates a more resilient, secure, and manageable IT environment that supports regulatory compliance and long-term cyber resilience. By consolidating management and security onto the Microsoft platform, the municipality has improved visibility, simplified operations, and strengthened its ability to protect critical public services. The new approach provides a strong foundation for future security enhancements and ensures Den Helder is better prepared to meet evolving regulatory and threat landscapes.
Key Outcomes
- 600 users successfully migrated to Microsoft Intune
- Improved visibility and control across the endpoint estate
- Enhanced threat detection and response via Microsoft Defender
- Reduced complexity through platform consolidation
- Clear roadmap for extending protection to servers and cloud applications
- Stronger alignment with NIS2 and public sector security requirements
